Aromatherapy products are regulated by the FDA for therapeutic use, especially essential oils. However this is not the position when they are used in cosmetics. Some oils are pure and others are blended with other oils. Often this includes carrier oils such as olive oil, sweet almond oil, coconut oil, hemp oil and so on.
